according to "Geiriadur Mawr: The Complete Welsh-English English Welch Dictionary" p. 230 it's one of these:

If Cartier 95 had waited a few minutes, he/she needn't have copied all that stuff from the rule-book which didn't answer the question anyway! The Welsh-speakers have provided the strictly correct answer, although in my 20-odd years living in Wales the English word was always used (with a Welsh accent).

rheolowr or canolwr. Unless it's a female refereee, in which case it would be rheolwraig or canolwraig.
