Could only find reference to the license plate area.

SB 439 makes it illegal to add reflective material, lights, emblems or anything else that changes the color of the license plate or makes it difficult to read the letters on the license plate. The name of the state where the vehicle is registered must be visible.

I don't think that they are illegal here because when we're in Houston we see a ton of them. I heard though that the cops usually like to find something wrong with these cars and pull them over.

Where i live here in the Portland/Vancouver area any lights underneath a car are illegal, its kinda stupid though....

call the BMV in that state & ask them.that way you will know for sure.
