You might try a bank. I went to one and they faxed information over to Mexico (I'm in Texas). All they did was use 10-10-987 the number and their long distance code.
Granted they didn't charge, but I think if they did charge, it would be cheaper than $10/page.

if you need to fax on a regular basis, buy a fax machine. you can get one at walmart, office depot, etc for less that $100.

I fax to India all the time through my PC and it is free.
Perhaps you can do this as well?
