Sure.
If you have a wireless network already the only thing you need is a wireless adapter for Desktop could be a USB or PCI depending on what you want.

Yea, just purchase a Wireless Router and a WIreless PCI Card for the Dekstop...
-OR-
Just purchase the wireless card for the Desktop and enable Internet Connection Sharing (ICS) on the Laptop.

Either way, both can be on the same broadband account.

Yes it is, get a wireless USB dongle for the tower, or a wireless PCI card, and set up a wireless network. There are various step by step guides available. You will probably have one with the original setup disc for your router, or alternatively if you are using MS XP Home or Pro, there is one in Help. The ower will need to have a fairly recent operating system. Anything below MS 2000 probably wont work.

If your laptop runs on your broadband with wireless you undoubtedly have a wireless router! Just buy a wireless network card for the PC!

I suggest buying a Router...you can get one at Wal-Mart or any computer store...or you can buy one online at TigerDirect for a great price. If you don't want to buy a router, it's a bit more complicated:

You need to network the 2 computers with a Crossover Ethernet cable and set up a proxy server on the laptop. Then you need to set up the PC to use the proxy server for every application that needs to use the internet.
