How do you know your CD-ROM is good? Is it detected in the BIOS screen when your computer boots up? Does Windows recognize it in the device manager? Does the LED on the front blink when you put a disk in?
Have you tried cleaning the laser lens? For about ten bucks, you can pick up a CD/DVD cleaning disk that has fine hairs on the underside. This will remove dust from the lens.
Another option would be to make sure the IDE cable is firmly seated on the motherboard and on the device. Reseating these cables sometimes do the trick. Be careful doing this because it is possible to unseat something else. If you're not comfortable with opening your computer, your best bet is to take it to a professional.
Another option for you is to make sure you have the latest BIOS update for your CD-ROM drive. Find the drive manufacturer's website and do a search for your model. Make sure you have the correct BIOS file because if you don't, it will make the drive inoperable and you will need to get it repaired/replaced. Again, if this is something you're not comfortable doing, take it to a repair shop.
Before you go and try formatting and reinstalling your operating system, I'd try all of these other things first. Chances are, it's not your OS. Good luck.

Try to read the same cd on another computer and see if it works if so then the problem is most likely your drive has gone bad. But to be sure you may want to check the ribbon cable on the back of the drive and make sure it is tight at the drive and motherboard. have had it come loose once before out like 500 times. Hope this helps

I've seen CD drives go bad more than any other single piece of hardware.
If you can eliminate the disk by reading it in another comp with a known working drive, you might be able to clean the lens on your existing CD drive with a commercial lens-cleaner CD.
You might also be able to "smack" the drive by putting the CD it thinks is inserted back in the tray, and using the right-click/eject option from My Computer.
Usually (for me anyway) the best solution is to replace the CD drive. They are pretty cheap...

Sounds as if the optical eye is messed up. You can try getting a cd rom cleaning kit that uses alcohol to clean the drive. If that does not do it you need to replace the drive.

You gotta first make sure the system is recognizing the disk... install all the IDE controllers and make sure the CD Drive is plugged in... other than that, it could be crapped out, so just go and buy a new one.. they're really cheap.

Put a known good cd in and open my computer. Try to read form the disc. If it doesnt read, your cd player is trashed!

your cd rom is probably dusty you will have to take it apart and clean it but be careful
