a heater. DO NOT put an electric heater close to any flammable sources, do not leave them on while people are sleeping. If you do not have a whole house heater, then check for the newest safest floor heaters available. Remember, heat rises, so your 13 year old doesn't need to worry about being in the coldest part of the house. Also, just try putting on lots of layers, this is really safe and won't start any house fires.
At night, everyone goes upstairs and on really really cold nights, sleep in the same bed.

Heat rises. But anyway the safest way to heat a home is passive solar.
