As I know it, this means people have gone to an undeveloped country and taught them how to farm and harvest crops which are able to survive in their environment so they will be able to feed themselves. They don't know the more modern and easier ways to do farming, they haven't had the opportunity to learn. They are usually also taught how to uses canals or channeling of water. Also showing them the best types of crops to grow in their place. If they are lucky enough, they will Be able to have the tools to do this. In smaller undeveloped countries, there isn't much food or money to go around for the amount of people who live there so bringing more modern agricultural methods to them is a lifeline.
