The airbags in my car blew before I bought it, but were never replaced because the costs would have been prohibitive ('96 Cavalier with 150K miles).

Can I replace the steering wheel with an aftermarket racing style steering wheel?

One other thing you need to be aware of. If you replace the wheel with a non airbag wheel, your air bag light will stay lit. With this fault in the air bag system the rest of the system MAY not work in the event of an accident. Also not to mention, yes, it will be in violation of federal safety standards which can carry some pretty hefty fines.

yes all you need is to pick out a steering wheel you like and see if they have a hub/ or adapter for 96 chevy cavalier

Yes you can, but you MAY be in violation of defeating safety equipment, which is punishable in some states.
