This appears to be the closest Girl Scout council to Winchester VA. http://www.shawneegirlscouts.org/ they have a store.
If you cannot go to the one near you, you can always shop online at the council near me.

Aside from your local council's shop, you can try JCPenneys or Walmart. Also, sometimes small local shops are given the rights to sell GS/BS uniforms. Do you have a school uniform shop by you? You could try that. Don't forget that ebay is a good resource for slightly used GS/BS uniforms too.
