Assuming he's 16, he needs a provisional moped licence, and then he'll have to take the CBT (Compulsary Basic Training). Look in the directoriy to fish out a local bike school, otherwise, some bike dealers sell motorcycles/mopeds with CBT included in the deal.
Once that's out of the way, the bike needs insurance, and tax (only £15 p/a), and not forgetting the L-plates. Plus, he won't be able to carry a passenger... until he passes a bike theory test and a moped practical test, though if he doesn't intend to carry any mates around, thre isn't really that much point.
As for the machine itself, it is a motorbike with a 50cc engine (or smaller) and restricted to 30MPH. You can derestrict them to allow them to reach speeds up to 50MPH, but this would make it illegal for a 16yr old to ride on the public road, as the machine would now be classed as a 'motorcycle', rather than a 'moped'.

U must have it taxed and insured also it must always have L plates displayed and be no more powerfull than 50cc. He must apply for a prov liecence and a riding course is adviced from some insurance groups.

he be 16 wear a helmet have insurance and have a cbt license and not legal but for his safety make sure he wears the clothers and shoes they sell in the shop if he wont wear them dont let him have a mo ped not worth losing your son should he come off

I do believe in Florida USA, that you have to be at least 15 years old before you can drive one on the highway. You might want to check the age restrictions in your area. Call the DMV they should know.
