Saddam is a secularist, meaning that religion is not his motivation.
Osama is a radical fundamentalist. He is very religious and his aims is not to rule a country or region but to destroy all who are opposed to strict Islamic law. The one thing they have in commen is that they are murderous criminals

Saddam is Iraqi and Usama is Saudi. Other than that there's not much difference.
