Reprime with Kilz or bin.Either of these primers are designed to stop bleeding in all types of wood.Simply apply the primer,let it cure and then repaint.Exterior stains are not designed to stop this.

You need to scrape of the sap and apply knotting you can buy it at any DIY or paint retailer.

Then re-coat it with paint or whatever you have used previously
