we pay a business improvement levy to the plymouth city centre company which only benefits the members of that company. We are refused membership so what is the justifcation of being forced through the rating system into paying a levy to help only our competitors?

I run a BID in Birmingham and no way do we charge BID Levy to people who are not members. You cant be refused membership, this is a statutory thing, you just are a member. In our area only a few businesses are not members that will generally be because they pay under £10k rateable value.

Methinks the question is wrong.

On the surface it appears to be a business matter so not sure if local CAB would be able to help, but probably worth a try.

Alternatively you can write to the "Ombudsman" who I am sure would be interested in this matter.
