It DOES NOT lower the temp. It melts ice. When u make ice cream, all it does is make the ice melt and the cold is transferred through the can to the liquid ice cream and freezes it. If u live in snow country, u would know that.

You are confused and incorrect. Maybe you should go back to elementary chemistry class.

Adding salt to ice or water lowers its freezing point, so ice will melt if the ambient temperature is higher than the new melting point.

Thow ice on ice and it will melt. In most countries on snowy days salt is thrown on the roads so that no ice will form

salt added to ice will only work in a certain temp range.
salt draws moisture from the surrounding air causing a barrier between the road surface and the snow. allowing for easy snow removal.

For liquids however, contaminants might end up resulting in the liquid boiling over a RANGE of temperatures instead.

Lowers the freesing point of water, instead of water freezing at 0 degrees C, it will allow it to freeze at a much lower temperature than 0. Can't remember the excact term for it.
