Not sure of the origin - but it's VERY regional. Not used much outside Akron, Ohio.

"strip" is easy - because of its shape. Maybe "devil" comes from the delivish quality of being required to mow it - even though is doesn't belong to you?

Maybe because that area usually looks like a devil strip and a nuisance.

I can tell that it consists of two words "DEVIL" and "STRIP", hence the words DEVIL STRIP.
