Just recently, Mr. Harper announced that he would introduce special elections for future senators. That is not constitutional reform, but it is setting a precedent. If this precedent is followed a few times, it will be hard to break.
It is extremely difficult to change our constitution. Easier to find ways of getting around it.
I'm not exactly a Conservative, but I applaud this move by Harper.
