Yes. There are services that will do it for about $100, or you can buy a kit and do it yourself. The process requires that you *gently* pop the case open without breaking it, removing the hard drive and finally removing the battery. It's tempting to try it yourself, but unless you're really good at working with delicate electronics, I wouldn't advise it.
Many electronics stores that service computers will also change the battery for you. Ask at the service desk - if you have it done in the store, that will save the hassle and risk of sending it to Apple or elsewhere for a new battery.

You can replace the battery on your own.

I bought the battery for ~$25 bucks. The replacement has been in for 9 months and still holds an excellent charge.
Make sure you have a small Phillips screwdriver when you start this.

If your iPod is still covered under AppleCare (which I am going to guess it's not) then you can walk in to an Apple store and ask for a battery test or go to depot.info.apple.com/ipod and both ways it will be covered for free.
If you DO NOT have AppleCare (it's an orange box you might have purchased at the same time as your iPod) then it will be $69 or $70 (depending on tax) to have the battery replaced out of warranty.
A third option for you would be to go to an Apple Store and take advantage of their iPod recycling program. so in this case you could take in your dead mini, and get a new 4G nano for 179 Plus tax (normally the 4GB nanos are $199)

Yes. Apple has an official battery replacement program for $59. The program requires that you send in your iPod (any model), and Apple will replace the battery and return it to you for $59 plus shipping and handling (technically, Apple actually replaces your whole iPod with an equivalent new model or factory-refurbished model in a new enclosure, with its own service warranty; if the iPod was previously engraved by Apple, it will be engraved again).

You personally can't replace the batteries but if you take it to Best Buy they can tell you or go to apple.com and search their website for an email link. Email them and they should let you know if you can & if they can how much it will be

yes, 99 dollars. search it on google. but if your ipod is under warranty, i would take a stab at getting it replaced.
