If this is not a medical condition then you are overweight.
Contrary to popular misconceptions, exercise is not very good at getting rid of excess weight (fat).
After eating an average chocolate bar (300g) you would need to walk briskly for 5 miles (or equivalent activity) to use up the energy (calories) supplied by the food. As you know, if you are not sufficiently active then the carbohydrate and lipids (fats) you haven't used are not wasted but converted into adipose tissue (fat) and stored beneath the skin.
Exercise has many benefits but weight loss is not one of them - unless you are doing hard labour throughout the day.
To reduce your weight - and therefore the fatty boobs - you must radically change your diet. You are currently eating too much carbohydrate (sugars and starch) and lipids (fats and oils).

Depends on what caused them to appear. If it is just excess fat then regular exercise will do, but concentrate on working the upper body.

Sadly, if they have been caused by an excess of female hormones, then the problem is much more serious.... the condition of boobs appearing in men is called gynaecomastia, and your only hope of removing/reducing them is..... surgery!

In order to lose fat in one area, you need to lose fat over your whole body. Work out with weights to increase muscle and boost your metabolism. Also do some cardio exercises like faced paced walking or jogging. Cut back on your caloric intake too.

properly continuously understanding your %. by ability of doing bench presses will help. yet once you have real gynecomastia with glandular tissue of the breast, understanding won't get rid of it thoroughly. considering which you're 14, gynecomastia might shrink or bypass away as you completely mature. yet for some, it could stick around into grownup hood.

Lose weight.
You can work the pectoralis major but if you don't lose the fat, it's always going to give that "cone" look of the nipples. Save that for the ladies.
