I mean above 85 dc for at least 4 hrs in a place where you have to shout to communicate with guests. I am particularly interested in Canada? I know that above 85dc causes damage -- there is legislation for factories etc, but why is music not considered to have the same detrimental effects at very loud levels?

Check out health and safety rules. I believe that noise above a certain level may be dealt with under these rules. This may apply in UK, not sure about Canada.

Most workplaces are subject to OSHA or state's version and there is a noise standard there. Just do some research and you can find out what is legal limit before they have to provide personal protection (earplugs) or change the environment. Best not to approach the subject saying you are going to call OSHA first.
