Badly blurred? No way.

HEY, if you are using a digital camera, you had your chance to preview the picture and consider taking another. Try to make the pictures PERFECT, so that re-touching is not needed. But blurry is a total waste. SORRY.

When taking a shot, always say "HOLD, so I can get another shot". Then preview the picture. Look again at the group that you are shooting and say "Just another few seconds", then look again at the tiny picture. Look for clarity and balance. Then look up again and say "SMILE". (If you say something to the group every 5 seconds, they will continue to anticipate) Then SHOOT

Hey, digital film is FREE, but the moment can be lost forever. It is critical to get it right. Digital cameras are NOT easier than simple Point & Shoot cameras; so use it often and practice techniques to hold the croud for the next try.

In an image editing program you can choose to sharpen the image. There is only so much that will do though. It may be impossible to fully repair it. Image editing programs can only rearrange what image data you have there, it can't make up details that were blurred in the original picture.

I hate it when shows like CSI take a blurry security cam pic and zoom in like 100 times and read a blurred out license plate number. That is simply not possible.

U can repair in Adobe Photoshop dosen't proper but 80 to 90 persent u can clear picture.

It is impossible. Dont beleive what you see in movies where they use special devices to enhance images, its just not possible. They might invent something which will take better pics in the future but for now, sorry but you are stuck with what you have.
