If you asked this on the economics page, I would say that "demand" is what people choose to pay for. Every farmer who buys a new bullock to pull his bullock cart adds to the "demand" for bullocks.

A "need" is something that either oneself, one's government, or some other agency, considers needful but that one cannot afford or that cannot be bought and sold in the free market. "Need" cannot be objectively defined or measured. To say that "poor villagers need more education", for example, is a political statement. There may, or may not, be widespread agreement with it, and there may, or may not, be a government decision to provide it, but it is contentious, immeasurable, and can only be settled through the ballot box. Whereas if the villagers got together and each put so many rupees into a pot and hired a teacher, that would be "effective demand" for more education.

A "need" is something we think should be fulfilled to live a comfortable life. Sometimes, those needs aren't being met and we trust an organization to help us. Our need just became a "demand". We demand that the need be met so that we can live comfortably.
