Doesnt have restrictors, it only has about 28bhp to rear wheel
Better exhaust and a cam can get you up to 50bhp, still half of what you get with a GSX-R600. (but only a couple of hundred bucks instead of several thousand)
The engine is a development of the 1978/79 250/400 twin
If you fitted earlier TSCC cylinder head it has 4 valves per cylinder instead of two and has potential for more power

They come factory with about as much power as they can make. There are no restrictions per se. Aside from aftermarket parts, there is no magic restrictor that limits your power
