Militaristically, I would have to go with Alexander.
Caesar had more politically savvy, and yes, he DID conquer a large amount of territory, but his military opponents (mostly Celts) were far less advanced than the Romans.
Alexander however, defeated organized Persian armies, went on to unexplored territories, fought armies there, and won, until he eventually turned back from India.
In a political debate, Caesar would win.
In a battle, Alexander hands down.

Julius Caesar was more o a tacticion, while alexander (being great in his own right) was more of a battlefield commander!
