In a way, yes. Mine does. Why? I love blue skies and want to feel happy. My hair is reddish and cut kind of like the girl's, and my eyes are most like this one's. She's supposed to be smiling, but something about that expression looks a bit more like I really feel right now, a *bit* cynical. She looks sad to me. I feel sad. But the clothing is energetic, the way I want to feel, the way I attempt to project myself to others in the real world (offline.)
I've seen avatars that were not of people at all, and I suspect those somewhat represent the avatar owners too, if they dig for an answer. Even the ones who say it means nothing, it could mean something. So I have no answer for the Why not portion of your question.

it can describe only the liking to some extent for example what he can imagine of himself. if someone is not showing there avatar then it may assumed that person likes privacy. And off course there are lot of different interpretation of the same picture. So we can get person likes to some extend only.

I don't like the avatars so I don't use them... Everyone ends up looking liking brother and sister...too scary and represents nothing even remotely close to who we really are.
