Taproot systems have a stout main root with a limited number of side-branching roots. Plants with taproots: nut trees, carrots, parsley, radishes, parsnips, dandelions, cabbages.
Fibrous roots have many branched roots. Examples of fibrous root plants are most grasses, marigolds, beans, peas, most cactuses, tomatoes, peppers.
Most trees begin life with a taproot, but after one to a few years change to a wide-spreading fibrous root system with mainly horizontal surface roots and only a few vertical, deep anchoring roots.

Fibrous has more surface area for a given amount of root so more fungus could colonize and absorb more sugar from the plant. A tap root that stored sugar would be easier for humans to extract more sugar because it comes out in one piece. I is kind of ambiguous what they mean but I suspect they are talking about the first example.
