Chyna because she could wrestle both men and women. She was part of DX back then. She was a two-time Intercontinental Champion and a Women's Champion.

The Fabulous Moolah…. Seriously I guess you would have to say Chyna if we’re counting her as a woman. She would certainly be the most dominant women of all time. Of the ‘Divas’ I would have to say Trish Stratus. For her to be in the upper mid-card of WWE for seven years is a testament to her ability. Trish, along with the likes of Lita, help revolutionize women’s wrestling. They proved that you could have both beauty and ability. Other talented workers have come and gone, Molly Holly and Gail Kim spring to mind. Victoria is also very accomplished in the ring, however she was never given a real push other than when she played the psycho character with Stevie Richards. Trish turned out to be the whole package. Her in-ring ability is even more impressive when you consider she came from a fitness model background.

Trish almost comes close, but we all know, "almost" doesn't count.
The Fabulous Moolah is the greatest! I'd like to see someone try and hold the women's belt for more than 28 years!

The Fabulous Moolah..... no doubt (it's all about history and she's the first and has held the title the longest..... ever).
But I do have to add that there's no doubt that Chyna is tough as he** because she could beat the guys as no other women's ever been able to do.
