how do i unlock a desktop windows explorer if it's been locked?

i mean the password has been forgotten and i need to use inter net explorer.

Start computer in "safe mode", go to "control panel", "user accounts" and open a new Administrator account with all privileges, with or without a password. The computer Administrator overrides everything including passwords.
