Highest lats for cold (true North/South poles) for an average, but you can experience extreme cold conditions in the Siberian region during their winter.
Anywhere above 64.5 degs will have (at some point in the year) 24hr daylight. If you want to check for a date (because this lat moves with date) you'll have to check an almanac.

The highest and lowest latitudes are the coldest and anywhere north of the Arctic circle or even within 300 miles will have daylight 24 hrs on June 21, e.g. Norway, Sweden, Russia, Greenland, Canada, Alaska

Well, I don't know about latitude, but it is Omyakon in Russia with a record temperature of -72 degree celcius.
I think it is Antarctica.
