Funny question, but Kerouac's right. The stormtroopers are clones. No families. Just the same dude over and over again.
As for the Rebels, I would guess since different planets were involved, each species would have their own generals leading up their forces, so I bet it'd be that guy's job. This is, of course, my opinion of events that happened a long time ago, in a galaxy far, far away.

During the original trilogy, George Lucas would hand-write the letters to the families of anyone killed in one of his productions and each would be a well-written and heart-warming tribute to the deceased.
Come the trilogy of prequels, his computer just fired out and old sh*te.

the storm troops are forcefully drafted and brain washed, after being "kinnaped" and foreced into the army thier families never hear from the again.
In the rebelion who ever was the comanding officer at the time of thier death writes them. For example when people in rogue squadron dies its wedge who writes them.
