Only if the tunnel has two ends. Many tunnels dead end into hard earth and rock, so no there is no light at the end. And of the tunnels that do go through, what if it's a cloudy night on the other end? Still no light.

Yes, it's controlled by a really devious troll. Sometimes he switches it off just when you think you are nearly through, sometimes he nips behind you and switches it on so you look back and think "Oh God, have I only come this far? Am I going the right way? Am I in the right tunnel?"
