It's not compulsory that if one team wears the home kit the other should wear the away kit. Only when the colours are same for example Australia vs Brazil. In this case neither Australia nor Brazil are hosts of the World Cup so by ascending order Australia comes first so they get to decide which jersey they will wear. If Australia decides to wear the home kit then Brazil has to wear it's Away Kit because the home kits of the both the teams are of the same colour. If the hosts of the World Cup are playing then the hosts get to decide which jersey they will wear. I hope this is chosen as the best answer.

What a load of rubbish!
Ok, the host nation would generally wear their home colours if they were playing a team with similar colours. The other team would change. But when the two nations are both playing at a neutral venue (for example, Sweden and England) then they must decide who will wear the away strip. It'd be nice to think this would be decided by a coin toss but it's usually to do with which strip teams want to play in. England would've been quite happy to wear the away strip against Sweden (and have been known to wear it at home) because sales of replica home shirts have reached saturation point and it'd be nice to sell a few more red ones.
Another example would be the 1995 Champions League final. Liverpool lost the coin toss and would've had to've worn an away strip. But Milan said they were quite happy to wear their away strip as they had won European Cups in all white before so the decision was reversed. Possibly if they'd realised that Liverpool had worn red and beaten teams in all white in their previous four European Cup finals they wouldn't have been so quick to make this generous offer.

If the kits clash they toss a coin before the match to decide who wears the home colours. So a team playing in their own country could wear an away kit.

The Team hosting the game wears the home kit. But if none of them are hosting then the the team that is located closer to the hosts of the game wears the home kit.

actually before the world cup, teams are seeded into groups A-H. teams who were seeded in groups A-D are considered the home team versus teams from groups E-H because they appear on the left side of the table! hence host nations always appear in either group A or B, on the left side. for teams with similar colours to their jerseys playing during the group stage you'll notice that all the fixtures have already been drawn weeks before a world cup commences and whatever team is drawn first is considered to be the home team. e.g TURKEY vs SWITZERLAND, turkey were drawn first and so appear on the left, so therefore wear their red jerseys while switzerland wear an away jersey NOTE: the host nation is never drawn, due to automatic qualification, teams are drawn against them!!! so therefore no host nation will ever wear an away jersey, and never appear in groups E-H!
