eg. norton antivirus tells you it blocked the site from being accessed but is there a way to do it without telling?

Put it on the HOSTS file, for example to block yahoo.com:

127.0.0.1 www.yahoo.com

block the IP address at the router or put a redirect in your hosts file to send that IP somewhere else ... such as sending it to 127.0.0.1 for example the entry might be

www.hookers.com 127.0.0.1

that will cause the website to redirect back to the requesting local computer or you can use any other web IP address to send it to the site of your choice like 216.82.93.70 (a bible study site)

go to

Tools(in the tool bar with file, edit, etc)>internet options>privacy>
sites> write the url of the site u want to block from being viewed on ur pc, >click on "block"> click on "ok".
