A first cousin is considered as a third degree direct relative under the Family Code of the Philippines. Under the same code, direct relatives up to third degrees are prohibited to be married together. Still, under the same code, a child even when adopted is considered as a legitimate child. Thus, first cousins even when one is adopted are prohibited to marry each other under the Philippines' Family Code.

in my own opinion and also to be fair, this is my answer. The girl in this case is only adopted and not bloodly related so they can be allowed to get married.
