a second, dimmer secondary rainbow is seen outside the primary bow. Secondary rainbows are caused by a double reflection of sunlight inside the raindrops, and appear at an angle of 50°–53°. As a result of the second reflection, the colours of a secondary rainbow are inverted compared to the primary bow, with blue on the outside and red on the inside. The dark area of unlit sky lying between the primary and secondary bows is called Alexander's band, after Alexander of Aphrodisias who first described it.

You always get a double rainbow - in fact you always get a triple rainbow. It is just that usually the other two are not bright enough to see. They are a product of the refraction angles in the water droplets, but the first is the brightest, the second not as bright and the third is the dimmest - so we usually only see one. The second and third rainbows will appear below and above the primary one and their colours will be in the opposite order for each edge. The second forms underneath (away from the sun) and the third one forms on top (towards the sun - which is why it isn't visible).

The same thing that causes a rainbow - light refracting off water droplets.
If the droplets are the correct size the light rays will not only refract they will also reflect inside the droplet.
This causes the double rainbow effect

You have to think about it in little diffrent manner: See normally everyone know how a rain bow is formed. So how the 2 rain bows are formed : We look at the rain bow from a certain location. The two rainbows are formed in diffrent locations. (Say you watching a same movie on a two different screens). hope this might help you understand the cause.
