Yes, under almost all circumstances. Whether you can get a job in a specific place is an entirely different question.

Criminal records are not looked into membership in a labor union as long as you are a worker in the company where the union is registered.

Different labor unions have different rules. You need to read the by-laws of the union that you are interested in joining.
