Skype problems- can't call out!?

Can anyone please help. Have connected my usb phone without a problem and can receive all calls clearly but my voice cannnot be heard by caller and of course this means I can't call out. If anyone can give me basic clear guidance on how to reslolve this I would be very grateful. Thanking you in anticipation of a response as early as pos.

Check under- Tools/options/sound devices. First two should be VOIP phone.
