I'd like to find chat rooms that are actually used by a lot of people for people in los angeles

I guess that would depend on the format? Since this a Yahoo board, I suppose the regional chat rooms for Yahoo Messenger deserve mention. I did actually meet a few LA people through there. Though there are a LOT of spambots.
Or perhaps you're talking about REAL chat rooms, using IRC?
Then there's the various websites that use Java or Flash to have live web-based chat as well, and of course those will vary widely depending on what specific topic you're into.

Yahoo chat has LA chat room. You will need yahoo messenger to enter yahoo chat.

Yahoo, and Msn, both have L:A. chat rooms.
