The billing address is where they should send the bill for the item being delivered.

Often, if you're using a credit card, the billing address has to match the address your credit card company has on file.

The billing address is where you want the invoice to go, it can be the same place as the delivery address or a p.o.box or a different address to keep a person unaware of the cost. The delivery address is an address that a package or envelope can be delivered to. This is not a post office box as couriers can not deliver to p.o.boxes. Also it is a good idea that someone should be at the location of the delivery address.

Delivery is where the product(s) are going to be used, like a warehouse and the billing address is where the accounting dept would be

The only issue you may have is that the name on the billing address must match the name on the card used to pay for the item. The New York/NYC is fine as long as the zip is accurate.

billing address is where you want the statement sent delivery is where you want the merchandise sent to i.e. you might be ordering something as a gift for someone and want it sent to their house but the bill sent to you. its pretty common
