its just randum, they put numbers in a hat and pull them out, I realy dont think that it is reletive to the route the bus takes.

It was originally done by the Metropolitan Police, but now numbers are decided by TfL. (Transport for London). Generally new routes are given numbers that relate to existing ones. AFAIR the last set of renumberings was to get rid of letter suffixes which were an integral part of the 1923 Metropolitan Police Scheme
