My favourite site is Deviant Art. It's not what it sounds like.

Flickr has a lot of photos that you can use for free if you give credit to the photographer. Go to www.flickr.com and then go to the Explore tab. From there you should see "Creative Commons". The Creative Commons section is a group of photographs that the photographers have decided that you can use as long as you credit them (put their name/link on or near the photo). I also like to email the photographer and ask if I can use their photo, especially if I am using them for something commercial. Flickr is a great way to find free and fantastic photos. But be careful not to use copyrighted photos. All photos say whether or not they are strictly copyrighted (either on the right-hand side of the page in the small photo view or at the bottom in the large photo view). Good luck and have fun!

I know you want FREE photos, but this website has a weekly subscription rate of $15.95 (you can just pay for one week at a time!), download all you want in that week, I have about 700 photos from there! :)
http://www.clipart.com
They have thousands of photos and clipart images! :)
You will have a heck of a time trying to find photos for free, that you can use almost any way you want! Clipart.com has rules as well, such as you cannot use the images for making a logo to call your own, and you cannot distribute or resell the images, but other than that you can use them all you want on websites, so long as they are not called YOURS.
Have fun! :)

seek for "royalty unfastened inventory photos", you will get some web pages with photos that are unfastened to apply. Flickr and Deviantart even have royalty unfastened photos, yet you may seem intently on the image description and make effective the artist does not have any particular regulations.
