I am presuming you are referring to the ICC Champions Trophy?!?
If so:
5-11 Shahid Afridi for Pakistan v Kenya at Birmingham in 2004.
If however you mean the ICC Cricket World Cup, it is:
7-15 Glen McGrath for Australia v Namibia at Potchefstroom in 2002/03 (South Africa World Cup 2003).

The best overall ODI figures are:
8/19 Chaminda Vaas for Sri Lanka v Zimbabwe at Colombo (SSC), in the LG Abans Triangular Series, in 2001/02.
