First of all, this sounds like someone mutilating the English language. Some lame brain fashion writer thinks he/she is being profound. It sounds like "accent" in this sentence is some accessory to a clothing outfit that draws attention to itself or the outfit or the person wearing it.

Accents in this case would be highlights of a particular item, such as a certain streak of colour on a dress, an unusual make-up effect, an amusing function on a machine etc etc.

Very ambiguous, but I would guess it's a dumb way to say "women's love of things that accentuate their beauty never ends"
