Since it is capitalized it is a noun functioning as an adjective because it gives you an idea of what kind a background it is.
As for your second question, it means the backgrounds and images
seemingly were taken forcefully from the past thus the term "time portal....".

garnish sounds like a typo,,, could be "garish" which would be loud,offensive to the eye or just ugly.
Sucked from some terrible time portal.
would refer to something taken violently from the past.
