would a triband phone bought from the US work in india after changing its sim ,or it needs to be unlocked?

If you bought it at full retail value at an authorized Cingualr agent, then it will need to be unlocked.

Cingular does not want its phones to be not used with their company so they lock all the phones off the shelf, so it won't be easy to use them with other providers.
