He will most likely have to go down to the nearest Social Security office and get a new card. He should bring two forms of ID and be ready to wait sometime, depending on how busy the office is.
They cannot give the information over the phone as there is no way to verify his identity.
If he has old tax statements, he might want to find his number that way.

Walk right down to the Social Security Office- with I.D. - Birth Certificate will help, and ask them!

If he is a U.S. citizen. Have him contact the county clerk where he was born and request a certified copy. Proof of I.D. when inquiring varies. good luck
