Your question should read: "I'm not able to propose to a girl whom I love very much."
The ' is there to substitute a letter for an abbreviation!
You had no need for it if you were actually going to separate and spell out the two whole words!
So.....why aren't you able to?
Haven't got a lot of money to spend on an expensive ring?
Haven't got hands/knees? A voice? (write it down or put it up in the sky!)
It doesn't matter!

r u shy? if u love her then it should be easy for u to propose. if u dont propose u will lose the one u love. same for me i already lost the one i love, now i wanna get back wit him but he already moved on, no matter how hard i try to move on but i just cant forget about him. so i think she's also waiting for u proposal. i even love it 2.

If you are in a relationship with this girl then DO IT - she's probably dying for you to ask!
If she's just a "good friend" and has no idea how you feel, then DON'T - she will probably be scared off.
