LMAO!! He'd just say: "I YAM WHAT I YAM!", and then plant his own spinach! And while he waits for it to grow, he would go and visit his friends in the other States or other countries and eat the spinach there!

I just have to say thats a very clever question, with an interesting spin on the spinach epidemic! I think the creators would be dishartened but would find something else healthy for Popeye to indorse!
