I agree with Findizzle. Another perspective could be that b/c they are so highly sensitive, perhaps they hold it in and dont' want to show how sensitive they are since it's not a quality most see as an asset, so in order to fit in or to not be looked down upon, they could pretend to not care, and thus seem insensitive. I hate people like this. Just be yourself, gees.

I agree with findizzle... but there is a more complex question here. Are you overly sensitive to criticsm of yourself or just the to the world in general? If you are overly sensitive when someone is critical of you - but are not as sensitive when someone is critical of others, then that's different...and actually a big sign of narcisistic personality.
A lot of people are very self absorbed and anything you say about them that is negative hurts them a lot. However, they sort of "zone out" when other people get hurt.

I think one can be overy sensitive to the point of BECOMING insensitive. An overly sensitive person will naturally see most people as being insensitive. Eventually that person will begin to feel superior to others and see them as mean people. Eventually they will become discouraged and become insensitve to other people because they see most of them as jerks

I am this way.
I want to please and help everyone...but yet, when I fail to meet my expectations, people think I'm a snob and trying to enforce standards no one could achieve.
I don't know how one gets out of the pattern...many a person has thought I was insensitive in times I needed to "be" sensitive...when I was, but just went misunderstood.

Yes. Overly sensitive people tend to become reclusive as they fail to live up to their perceived standards of themselves. As they shrink further and further away from others, their reclusiveness is often mistaken for insensitivity.

Yes - sometimes people just want to be left alone.
It can be an irritation and invasion of space if someone keeps asking if you're okay...
