Get a water filter installed at the intake. There are good systems that are fairly inexpensive. They do wonders for your hair, your clothes, and the water tastes great.

My city has hard water too. In fact there is no city water its all private wells, so the water is very hard and rusty.
I use 1/2 cup of borax to the detergent for the wash to soften it, and create some suds.
Then for the rinse I use 1/2 cup of vinegar. Believe it or not, it will soften the clothes and you will not have a vinegar smell after it dries.
I use this as it is so expensive to buy softener.
Here is a link below to see how it works in the laundry.

Baking soda works with detergent so you won't have to use so much. Also fabric softener helps. Do you have a water softener installed? If not that would help. Good luck.

If you're just worried about your laundry, use 20 Mule Team borax--it'll be in the laundry aisle of your supermarket. If you are worried about hard water all over the house (ie. drinking water, washing dishes, etc.) an in home water softener will work wonders.

The 20 Mule Team Borax is a good choice, use it with your laundry detergent. Also, be sure to set your washer for an extra rinse to get the clothes rinsed thoroughly.

You might try Borax or another leading laundry water softener. you can find them in the laundry isle usually above the bleach. Personally I use Borax with good results.

A water-softening agent such as Calgon should help. No doubt there are many similar products available. You might also check with your city's water-processing facility; they will have water-chemistry experts who may be able to help.
