It certainly was not the high-water mark of Clinton's presidency.
We do tend to remember our presidents by one or two points that stick in our mind, & forget that a great deal went on during their time in office. It seems to me that this applies for all of the presidents we can remember, including but not limited to Clinton, & that it will probably apply to Bush & many in the future as well.
